There is a need to focus on the facilities and products that can result to illness. According to the observation of the panel, FDA is applying a risk based management when it comes to food safety. Although this is the case, the watchdog of food and drug doesn’t have money and plan to do the implementation. This clear assessment was done by Institute of Medicine. They recommended these changes so that FDA prevents the problem from happening. This is better than solving them after certain problems arise.

According to Dr. Robert Wallace of the University of Iowa’s College of Public Health, this is a different way to do business. The plan includes putting together a database that would be shared by FDA and other government industries to prevent food illnesses. Federal government should oversee the safety of the country’s food supply like seafood, dairy products and products. On the other hand, meat and poultry should be overseen by the Department of Agriculture.

The group also produces a 500-page report which enumerates advices and suggestions by Government Accountability Office and several other government agencies and consumer advocacy groups. They also want to create laws that would consider food safety.
